 African-Americans were declared non-citizens in 1857. Irish and Catholics were isolated and marginalized by American society in the 19th century. Chinese were banned from immigrating in 1882; anarchists, epileptics, physical defects, children unaccompanied by

a parent and others were ruled inadmissible in 1903 – 07. The 1917 Immigration Act establishes an “Asiatic Barred Zone”, banned all immigrants from Asia. Japanese were made ineligible for citizenship in 1922. A 1924 immigration quota change limited Jewish entry for 20 years. In 1924 Native Americans were made citizens of the United States
of America. In 1952 tight restrictions were placed on blacks from the West Indies from entering. The Communist Control Act of 1954 criminalized political membership.
