Anna Bulgakova was born on January 12, 1981 in the Autonomous Republic of Crimea in the hero city of Sevastopol. She began to receive art education at the age of 27. She graduated from vocational lyceum No. 13 with a degree in wood painting, where she studied Ukrainian and Russian painting: Petrikovskaya, Khokhloma, Gzhel, Polkhov-Maidan, Gorodetskaya. Then she entered the Kharkov Art School, from which she graduated with a degree in "decorator". In 2011 she entered the Kharkov State Academy of Design and Arts at the Faculty of Fine Arts - easel painting. She graduated with the diploma painting “Bandura players. Destroyed memory ". The work is on display at the Kharkov Historical Museum.
