Graduated as architect and civil engineer in 1971 and spent the initial 10 years employed in the Works
Department planning, design and supervision of new government housing developments, followed by 3
years as head of building permits section. After a short spell of 21/2 years in roads development, for the last 25 years of his career has been the focus of all initiatives in the establishment of an effective, up to date and comprehensive land use planning system in Malta, including the development of a legislative, institutional and policy base.
Retired as Director General Malta Environment & Planning Authority in 2009.
Fellow of the Royal Town Panning Institute (UK)
Currently member of Heritage Committee of Guarantee and member of Commission for Catholic Cultural Heritage; Faculty board member of Islands and Small States Institute University of Malta; Member of the International Scientific Advisory Committee of Institute of Earth Systems University of Malta. Vice-chirman of the Cultural Heritage Panel of the Heritage Advisory Committee (MEPA).
