Doctor Who is the staunch defender of humanity everywhere in the universe and time. And while he's doing that he/she tries to avoid any kind of collateral damage in the shape of human or any other species dying. He even refuses to carry any weapons. It seems that it is written as an example of how humanity should behave to it's own. Television shows (and comic strips or novels) of this kind try to instill a believe in the better angels of our nature. 
On the painting two of the Doctors recent incarnations are shown, one by Matt Smith and the other one by David Tennant, both very popular and succesful.
