Domingo was born April 20, 1932. He initiated his art studies at the National Academy of New York USA and later at the Art Institute of Chicago, Illinois USA. In 1952 he traveled to London UK where he studied for a period of five years with renowned painter and colorist, William Locke. In 1957, Domingo decided to move to Puerto Rico from New York City, where he was already consider a prominent painter. Once in Puerto Rico, Domingo reconciled with the artistic movement of the island, and became not only a pioneer (painting, sculpture and printmaking) but also a promoter of the arts. By means of his participation in individual and collective exhibitions, his work brought the attention of serious art collectors and quickly became recognized by world’s art critics. In the year 1958, he established the influential Campeche Gallery in Old San Juan, where he and other of the most out-standing local artists of the period exhibited their works. There also, Domingo taught art classes (drawing and painting) to new art students and emerging artists. In 1972, he received among other prestigious awards the Guggenheim Foundation Scholarship in painting.
