Born in Morristown, New Jersey, the American Canadian artist Picard was introduce to the arts at a very early age. During his high school years he study art, design, and printing making at the "Art House", at Morrsitown High School, Denville Vocational School and Morris County Art Association. Early on he also did set design for a local theatre group. Picard received his BFA at Parsons School of Design, where he majored in the graphic arts, printmaking and film photography learning the archival traditions of the wet darkroom. After He continue taking courses at the International Center of Photography. His past teachers include George Tice, Louis Faurer, and Jonathan Talbot. His works are in permanent collection at The New York Historical Society, The Museum of Modern Art, Hoboken Historical Museum, Hoboken, NJ and Slater Memorial Museum, Norwich, CT. Since 1981 Picard lives and works in Hoboken, New Jersey with his wife Mary Nicholas Picard who is an educator and textile weaving artist.
