Tokyo Cityscape Tokyo, athough it is often referred to as a city, according to the Japanese administrative order, it is a metropolis: today's Tokyo metropolitan area is the result of the merger, in 1943, between Tokyo Prefecture and its capital, Tokyo. Following this merger, the two bodies were suppressed and with the name Tōkyō is today one of the forty-seven prefectures of Japan, as it is actually a large area on which there are several independent cities merged together in a single conurbation. Because in fact the Japanese government and the emperor of Japan reside in the district of Chiyoda, Tokyo is commonly referred to as the capital of the nation. The most populated area, the one facing east on Tokyo Bay, corresponds to that of the extinct city and has been divided into twenty-three special districts. The part to the west, called the Tama area, is divided into twenty-six cities and a district comprising three towns and a village. The Izu archipelago and the distant Ogasawara islands, which extend into the Pacific Ocean, are also part of the Tokyo administrative division.
