Courts have referred to it as reliable evidence of the Founding Fathers’ intentions regarding the Constitution’s meaning and what they hoped the Constitution would achieve. The preamble was mainly written by Gouverneur Morris, a Pennsylvania delegate to the 1787 Constitutional Convention held at Independence Hall in Philadelphia. Full text We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.
