In the early age of evolution they weren't able to govern themselves, so a small number of people invented a way to control the majority without their consent.
The game was easy: crowds had to choose between 2 or more groups of people to represent them for a specific period of time, it was important that the delegates as well as the masses would always, directly or not, maintain the organizers in their position of charge.
Because of the undeveloped consciousness we often remember that period as the kindergarten of human beings.
