By 1978 the floors had been driven out, and in 1979, according to all calculations, the building had to be put into operation. But funding from the central budget was stopped, and the city was not able to cope with such an object by itself. By 1995 the construction had still being going on, though very slow, even windows and doors were partially installed. Experts estimated that half a year of hard work remained. But then the funding stopped completely. The hotel was abandoned until 2005, when it was bought by a private company, committing itself to building there a dwelling house within 10 years.
