"I believe that the work may be attributed to Oskar Spielmann, a Czech artist (1901-1974) who traveled to Algeria in the 1930s to escape the war in Europe, and here painted numerous portraits and street scenes similar to yours in the popular "Orientalist" style. Spielmann remained in Algeria until the 1960s when he was forced to return to Europe (Toulon, France) during the Algerian war for independence.
