They were old merchant or war ships used as substitute prisons to cope with the over spill from the over crowded gaols. This emergency measure continued for 80 years, through the first half of the Nineteenth Century. Hulks soon became the waiting rooms for convicts en route to New South Wales and Van Diemen’s Land.
