was born in 1961 in Ukraine, in the city of Kelmentsy, Chernivtsi region in a family of doctors. From the age of 6 he has been engaged in painting, first at the Pioneer Palace, then at an art school. He graduated from an art school in the city of Kuibyshev (now Samara). But while studying at an art school, he had a dream about aviation, and in 1980 he entered a flight school, which he graduated with "honors" and became an aircraft pilot. In 1990 he graduated from the Academy of Civil Aviation in the city of Leningrad (now St. Petersburg). But he did not stop painting, constantly participating in various art exhibitions. In 1994, after the collapse of the USSR and the civil aviation system in Ukraine (where he worked), he completely returned to professional painting. In 2000, he moved with his family to the city of Ramenskoye near Moscow, where he lives. Professional artist, member of the Professional Union of Artists. In the last 30 years, almost, he completely switched to painting portraits to order, so he rarely began to participate in exhibitions. Nevertheless, many of his works are in collections of both domestic and foreign connoisseurs of painting. In 2001, on September 13, the US Embassy accepted as a gift from Vitaly a cycle of five paintings called Requiem. He writes many portraits of Members of the Government of Russia and, according to orders received from the Moscow "President-Hotel" Members of the Government of other countries., And, in particular, the People's Republic of China and the People's Liberation Army of China. In October 2022, he emigrated to Israel with his wife.
