He was born in 1955 in İkizdere, Rize, Turkey. In 1974 he graduated from Rize Teacher’s Training School. In 1979 he completed the Department of Painting at Atatürk Education Institute in Istanbul. Then he graduated with his undergraduate education at Marmara University, Faculty of Fine Arts. In 1989, he finished his master's studies at İstanbul Technical University, Fine Arts Department. Between 1974-1986, he worked as an art teacher at primary and secondary education institutions. After that, he left teaching and continued his work by establishing his studio in Istanbul. Then he went abroad and continued his studies. In 1990 he returned to his home country and began active duty as an academician in Uludağ University, Department of Fine Arts. He remained in this position until his retirement in 2009. After retirement, he gave lectures in private universities. He participated in cultural programs and held exhibitions in the Netherlands, Greece, Iran, KSA, Germany, the USA, and many other countries. He is the founder and former art director of Kunst Galeria Anatolia in the Netherlands and Mahfel Mado Art Galleries in Bursa, Turkey. Tuncer, who published a book on stained glass, carried on the editorship of Altamira Art Magazine. Tuncer, who has participated in numerous national and international group and solo exhibitions, has paintings in the museums and collections of many institutions both in Turkey and abroad, especially the Ministry of Culture of the Republic of Turkey. He has stained glass works in many architectural works both in his country and abroad. Rauf Tuncer, who has the Turkic World Service Award, works in his studio in Istanbul.
